On a trip to California, we observed our challenged cousin, being picked up by the Pasadena Department of Education, transportation contractor, to take her to school. Observing the individual charged with her safety, we were inquisitive to wonder if this person was qualified to operate the equipment and had the training to tend to her unique needs
